API: endpoint for creating a note with a user mention in a conversation

As a Salesmsg user, I'd like for the API to have an endpoint that allows for me to create a note with a user mention in a conversation.

@mention would notify them that they were mentioned. Allows them to click the notifcation and take them to the conversation they were tagged in

@Quince Amphibian Thanks for sharing this! A couple quick questions so we can understand the use case a bit better:
1) What are you ultimately trying to accomplish by creating a note w/ a @mention via the API (notify/assign a teammate, kick off a follow-up, just internal context, etc.)?
2) Who should be mentionable in your setup — any user on the account, only users tied to that inbox/conversation, or a specific group?
3) When someone gets mentioned, what should happen on your end: should it generate a notification for the mentioned user, or is it mainly just to show the mention in the conversation history?
